You spoke out during the DLDC rulemaking crisis, and your support is exactly why we are here today- your voice mattered, and was heard! Beacuse of EVERY voice, the rulemaking was paused by the Govenor.  Welcome, needed, but temporary.

The law still needs a permanent solution so that farms
 like ours and those all across Oregon can keep working, thriving and forging a future for generations to come.

What is HB 4153

HB 4153 is a bipartisan bill in the February 2026 Legislative Session designed to champion and protect farm stands and agritourism. This bill exists because Oregonians spoke out to save their farms.
It is a direct result of public support for local food, family farms, and on-farm experiences. We especially want to thank the chief sponsors of HB 4153 for their leadership:

WHAT THIS BILL MEANS FOR FARMS LIKE OURS

Current Oregon agritourism law places outdated barriers on farm stands and agritourism. HB 4153 modernizes and clarifies those rules so farms can operate with confidence and keep being  your local food and community sources. It also requires that all counties across Oregon are following the same rules within this law.  

PROTECTING TRADITIONS

HB 4153 clearly allows events through farm stand permits- Activities and Events that our guests love.

  1. Corn Mazes 
  2. Field Trips
  3. Pumpkin Patches with Activities
  4. Seaonal and Holiday Events
HB 4153 gives clear certainty that these activities are allowed, without costly discretionary permits.

THE POWER OF TASTE

  1. Farm to Table Dinners
  2. Grab and Go food items
  3. Sell local wine, cider and farm products
All legally without fear of income restrictions or penalties.

GUEST COMFORT

  1. The ability to use tents for shelter
  2. Farm buildings for guest during bad weather
This means better experiences for guests and safer operations for farms.

ENDING INCOME RESTRICTIONS

HB 4153 removes restrictive income limits on agritourism and retail items. This allows farms to:

  1. Diversify and survive
  2. Kepp their land farming for generations to come
One Land Use Permit, Not Many

HB 4153 allows farms to do all of this:

  1. Without multiple land use permits 
  2. Hire Lawyers or consultants
  3. Go through expensive litigation
A Balanced, Common-Sense Approach- Advocates listened, Learned and Adressed the Details 

Farmers, advocates, and county officials spent months working together on this bill. It was not written in a vacuum. The bill recognizes that more visitors mean more responsibility and includes sensible planning standards. Counties retain authority over:

  1. Traffic management
  2.  Parking
  3.  Noise
  4.  Sanitation
This follows the same balanced framework Oregon already uses for wineries and breweries — adapted appropriately for farm stands.

This is not deregulation — it’s"Better Planning" that supports farmers, counties, and families who visit farms.
